POLICY PURPOSE:

The purpose of this policy is to provide security and accessibility for Colorado State University 福利小视频 (CSU 福利小视频) campus buildings and facilities and a secure, orderly process for gaining and removing individuals’ access to buildings and facilities.

POLICY APPLIES TO (Persons affected by):

This policy applies to all CSU 福利小视频 campus units, employees and students, and anyone having or requesting access to a university owned or controlled building or facility.

DEFINITIONS:

Access Device: Any Key or lock, whether mechanical or electronic, for any door, access panel, cabinet, machine, building, facility, or other lockable access point owned or controlled by the University.

Access System: Any group or system of locks and Keys, whether mechanical or electronic, that can be used and/or controlled with a single, Master Key or Key Card. 

After Hours Building Proctor: An employee, who may be a student employee, who is assigned responsibility by Campus Safety and Emergency Management (CSEM) for granting access to a secured building after hours for academic or business purposes.

Building Lockdown: An emergency condition declared by the Director of Campus Safety and Emergency Management or designee when circumstances warrant closing all or some building and room access points temporarily until a threat is resolved or further instructions are provided. The purpose of a Lockdown is to minimize accessibility to rooms/buildings on campus to reduce the risk of injury or danger to faculty, staff, students or visitors.

Building Proctor: An employee in a position that reports directly to the senior administrator for a building (e.g., the dean, director or other official) or their designee and who is assigned responsibility for reporting safety, environmental, mechanical and other building-related issues to the appropriate office as they arise. Building Proctors act as liaisons between their respective building occupants and Facilities Management and CESM.

ID Card: An official identification Card for a student, employee, or affiliate of the University, issued by the Auxiliary Services ID Card Office. ID Cards can be issued to function as Key Cards. 

Key: A physical key, Key Card, fob, code, or combination that opens a lock to any Access Device on the CSU 福利小视频 campus or any place under the control of CSU 福利小视频.

Key Card: A type of Key that is a device containing one or more magnetic stripes, computer chips, or other technology that may be used to unlock any Access Device in an electronic Access System. 

Key Shop: The Department of Facilities Management staff responsible for issuing Keys and other means of building access, and for implementing and enforcing this policy.

Key Holder: An individual to whom a Key or other access device is issued.

Master Key: Any Key that enables access to a series of locks/rooms on a particular access control system. Issuance of Master Keys is restricted due to increased security risk. Only the Senior Facilities Director, Director of Campus Safety and Emergency Management, Building Proctors for their assigned buildings only, Director of Residence Life and Housing for campus housing only, or higher authority may authorize issuance of a Master Key or Master Key Card.

POLICY:

It is the policy of Colorado State University 福利小视频 to maintain centralized management and control of access to university buildings and facilities to help protect the safety and security of persons and property. Centralized access responsibilities are primarily assigned to CSEM. Physical keys are issued and managed by Facilities Management once approved by CSEM.

All Access Devices and Access Systems are the sole property of CSU 福利小视频. CSU 福利小视频 reserves the right to change Access Devices and Access Systems at any time, without warning. No one may place a lock on any CSU 福利小视频 building, facility, or access point without the prior, written permission of the Senior Director of Facilities Management, Director of CSEM, or the Director of Residence Life and Housing for residence halls and apartments.

Access Logs

Use of an Access Device may create a log of ingress and egress to the particular room or facility accessed. The ability to routinely monitor and review these logs is limited to administrators in the Division of Information Technology, Facilities Management, CESM, Residence Life and Housing, and Building Supervisors solely for the purpose of maintenance and management of the Access System. This data may also be released to law enforcement and emergency response agencies and offices, or university investigatory offices, to further the security of the institution or conduct required investigations.

Issuance and Return of Keys

The Key Shop, after approval by the Key Holder’s supervisor, will issue hard keys and combination locks, which must be returned to the Key Shop when no longer needed by the Key Holder.

Facilities Management will issue electronic Keys (Key Cards and fobs). All building exterior doors are accessed via Key Card.

Keys accessing residence halls and apartments are to be issued by, and returned to, Residence Life and Housing.

Key Cards that are also CSU 福利小视频 ID Cards are issued directly by the Auxiliary Services ID Card Office. For faculty and staff, the Key Holder’s supervisor must approve the Key Card functionality of the ID Card.

Key Cards will be programmed by an Electronics Specialist in Facilities Management or, for access to residence halls, by Residence Life and Housing.

Broken or worn-out Keys must be returned to the Key Shop where a replacement will be issued.

Returning Keys

Keys must be returned to the Key Shop whenever any of the following occurs:

Faculty and staff members and student employees:
  • Upon transfer to another building.
  • Upon termination of employment.
  • When taking extended leave from the University.
  • Upon retirement from the University.
  • At the request of the employee’s supervisor, department head, Facilities Management or Director of Campus Safety and Emergency Management.
    • Upon relinquishing assigned office and/or lab space.
Students:
  • At the end of the academic semester or period.
    • At the request of Residence Life and Housing officials, Facilities Management, or Director of Campus Safety and Emergency Management or their respective designees.
Residence Life and Housing Residents, Resident Assistants, Shop Assistants, Work Crew members, and others issued Keys for use in residence halls and apartments:
  • At the end of the term of residence or assignment to a residence hall.
  • Upon transferring from one unit to another.
  • Upon notification by Residence Life and Housing of individual misconduct, expulsion, or other qualifying violations.
    • At the request of the Director of Residence Life and Housing, Facilities Management or Director of Campus Safety.
Contractors and Vendors:
  • Contractors and outside vendors must present identification such as a driver’s license or other photo ID in order to obtain a Key from Facilities Management. Keys are issued for one workday at a time unless otherwise approved by the Project Director in Facilities Management. For keys issued daily, the Key Holder’s state-issued ID will be held by Facilities Management until the Key is returned.
    • Contractors and vendors must surrender all Keys to Facilities Management upon request.
All Key Holders:

When the reasons for issuance of the Key are no longer applicable.

Lost, Stolen, or Compromised Keys

The Key Shop must be notified immediately when a Key is lost, stolen or compromised. Any CSU 福利小视频 employee who learns of the loss, theft or misuse of a Key is required to report it to the Key Shop.

Anyone who has possession of a Key that was not issued to them by the appropriate authority should report it to the issuing office for necessary updates to University records. For ID Cards that may have Key Card functionality, report to the ID Card Office.

If an employee leaves a department and turns their Key into the department staff, supervisor or department head, that person is responsible for promptly reporting it to the Key Shop and returning it if required. Keys should not be transferred to another person without the approval of the issuing authority.

Anytime there is a need to change locks because of lost, stolen or missing Keys, the department whose employee was issued the missing Key is responsible for the cost. If a University Housing resident loses a Key, that resident will be charged according to Residence Life and Housing policy. Should the front office of a residence hall, apartment complex, or dining center lose a Key, the account for that specific building, complex, or dining center will be charged.

Prohibited Actions

Individuals issued Keys are expected to use them properly to lock and unlock facilities for which they have been authorized access. It is a violation of this policy for any person to:

  • Transfer, lend, or borrow a Key to or from someone else.
  • Duplicate or attempt to duplicate a Key.
  • Allow a Key to be used for any purpose that the person knows or should know is unauthorized or improper.

Lockouts and After-Hours Access:

Default restricted access hours for all campus buildings will be 10:00 PM through 7:00 AM weeknights and through the weekend. Default restricted hours for all residence halls will be 7:00 PM through 7:00 AM weeknights and through the weekend. Restricted hours for apartment complexes are set by Residence Life and Housing. Hours of operation of the Occhiato Student Center and dining area are set by the Center’s management.

Temporary alternate access hours can be set by Facilities Management with input from Vice Presidents, Deans, Directors, Department Heads, and others as appropriate.

Building occupants who do not have keys with them or have not been issued keys are expected to contact  the Building Supervisor for access to the building or rooms or CESM if a Building Supervisor is not available. On-call or other available Residence Life and Housing staff will handle lockouts in Residence Life and Housing facilities.

To avoid frequent lockout requests, anyone wishing to periodically enter a building, classroom, or office during restricted access hours should request their own Key. Units and areas that operate within these closure hours must staff the area or make arrangements for access with appropriate personnel in advance.

Secure Areas

Certain offices on campus that maintain confidential and sensitive information, assets, or equipment have secure locks. Access to these offices can only occur with approval from the department head or with the assistance of the 福利小视频 County Sheriff’s Office on an emergency basis only.

Building Lockdown

When a Building Lockdown is ordered by the Director of Campus Safety and Emergency Management (“Director”), or other official designated by the Director or by the President, all building occupants are expected to follow instructions from that official, usually by locking all exterior doors (many of which will be locked electronically) and room doors so that no one can enter until cleared by that official. To be prepared at all times to respond to a lockdown order, classroom and office doors that are normally left open should have the locking mechanism engaged so that shutting the door will lock it. Campus security and law enforcement officers have keys to open all doors when the situation is clear; do not open a locked door to anyone claiming to be a law enforcement officer or official. Additional procedures for Building Lockdown will be issued by the Director.

RESPONSIBILITIES:

Facilities Management Key Shop:

  • Issue Keys, accept or require the return of Keys, manage a system of documentation for all Keys issued, and work with Facilities Management project managers and trades on issues related to Access Systems.
  • Control and issue keys to contractors and vendors on a temporary basis and collect those keys when access is no longer needed.

Residence Life and Housing:

Meet the same responsibilities as the Facilities Management Key Shop for Access Systems in Residence Life and Housing facilities.

Office of Campus Safety and Emergency Management:

  • Exercise oversight of the matters covered in this policy
  • Approve the issuance of Keys
  • Issue Building Lockdown orders and related instructions to the campus community in the event of an emergency, and act as a liaison between the campus community and the 福利小视频 County Sheriff's Office at CSU 福利小视频.
  • Grant after-hours access to a building that does not have an available Building Supervisor
  • Work with Procurement and other university departments to select, procure and update Access Systems

Key Holders:

  • Only request issuance of a Key as needed for assigned duties
  • Report to the issuing authority when a Key is lost or stolen
  • Return Keys promptly when required by this policy
  • Report any misuse of a Key
  • Reasonably safeguard Keys issued to them
